ITANAGAR, Oct 27: Union Minister of Social Justice and Empowerment Kumari Selja inaugurated a welfare exhibition showcasing the rare products and culture of the remote Himalayan region at CPWD Ground, RK Puram, New Delhi today.
Organized by Himveer Wives’ Welfare Association (HWWA), welfare arm of the ITBP, the exhibition is an annual event and the profit generated from the sales are used for the ITBP personnel and their families.
The Union Minister also released the souvenir ‘Kanchan’, the special annual issue of HWWA on the occasion, according to an ITBP release.

The ‘Agom Keba’ which is held annually to preserve, maintain and further development of the Galo language resolved that GBCC members should use the bible and other religious texts in Galo and the Sunday School Department will introduce teaching Galo language in all the churches.

ITANAGAR, Oct 27: Arunachal Civil Society (ACS) has condemned in its strongest term the alleged murder of two women after rapping at Jogipara area near LGB International Airport in Guwahati.

State govt. misuses fund meant for legislative assembly building

ITANAGAR, Oct 27: The security concern and delay in release of working bill is posing serious threat to timely completion of legislative assembly building at Itanagar. One of the most prestigious infrastructure projects of state, the construction of legislative assembly building is progressing in extremely slow pace. Recently the construction agency had expressed deep fear for safety and security of its staff after repeated incidents of assault on labourers and looting of construction materials were reported from the site.
According to the report, the delay in clearance of bill by Public Works Department (PWD) has badly hit the project work. The department has failed to clear bill to the tune of Rs. 6, 86, 89, 637 to the executing agency. All this is happening despite the fact that till date state government has received Rs 32.24 crore from central government for legislative assembly project.
As per sources in the year 2008 centre released first installment of Rs 5 crore followed by 2nd installment Rs 13 crore 62 lakh(2010), 3rd installment Rs 8 crore 61.62 lakh(2013) and state matching of Rs 5 crore this year. The construction agency has only been paid Rs 18.55 crore, out of total received amount of Rs 32.24 crore. An amount of Rs 13.69 crore meant for legislative assembly building has been misused by the state government. The design of building was also changed in the midst of project, which lead to cost escalation. The original estimate of project was Rs 41.03 crore, however due to the delay project cost has escalated to Rs 90 crore. It is feared that if the project is not completed in time, it may lead to further escalation of project cost which will have severe impact on state exchequer.
Meanwhile, while talking to this daily, Er Vishnu Prasad, general manager of executing agency informed that situation is so bad that construction activity has completely stopped. “Due to security problem majority of labourers has fled from the site. Adding to our woes, the concern department is not releasing our pending bill. Because of all these problem construction work has stopped. We have no money even to pay wages of our workers,” informed the general manager.
Further he continued, “We know this project is a prestigious one for the state and entire people of Arunachal want it to be completed on schedule. We also want to keep our word and complete the project at the earliest. The release of pending bill on time, coupled with proper security arrangement at construction site will surely help in our endeavour to finish the project as per schedule in March 2014.”
The GM also added that whenever project stops it takes minimum of two month to mobilize resource to re start the work.
“It’s an ardent task to restart the work once it stops. If such trend continues, this project will not be completed on schedule. We are giving our best and people of this state should not blame us later for any delay. We are writing to executive engineer PWD capital division “A” seeking release of pending bill and copy of same letter will be submitted to office of Chief Minister, minister PWD, Planning and Finance, Legislative assembly Speaker, chief secretary, development commissioner to finance and commissioner PWD. We are essaying our problem to these respected figures and are hopeful that they will surely address our concerns,” continued the GM.
The project of prestigious nature like legislative assembly building should be completed on schedule or else it will severely dent the image of the state. Already the signs of New Delhi expressing concern over delay in implementation of various developmental projects in Arunachal came to forefront when Union Minister for Rural Development Jairam Ramesh in February this year wrote a letter to Chief Minister Nabam Tuki showing his displeasure over slow progress of PMGSY road projects. Are we waiting for another union minister to write letter pointing our wrong doing?

EKSWCO celebrates 35th foundation day
ITANAGAR, Oct 27: East Kameng Social Welfare and Cultural Organization (EKSWCO) celebrated its 35th foundation day at Chayang Tajo from October 22 to 24.

BSC lift 12th Odam Ering Football Trophy
PASIGHAT, Oct 27: Bogong Soccer Club (BSC) lifted the 12th Odam Ering Football Trophy defeating Gora Makik SC by solitary goal in the final at Pasighat Sports Complex today.
The all important goal was scored by Rokom Tasung in 78th minute. The wining team was awarded cash prize of Rs. 60,000 along with the coveted trophy while the runners up team was given cash prize of Rs.30,000 with trophy.
Takio Agung of Gora Makik and Tonik Dai of BSC was adjudged as the best player and best goalkeeper respectively. Rokom Tasung of BSC became the highest scorer.

PASIGHAT, Oct 27: With a view to search “hidden talent” among the youths of Arunachal Pradesh, the state unit of Sanskar Bharati, a national level cultural organization working for promotion of indigenous ethnic cultures in the country today conducted its district level patriotic song competition “E Watan Ke Logo” for East Siang district at Pasighat town.
Sanskar Bharati, which also works to inculcate a sense of patriotism among the youths of the country through song and music, is being supported by Indigenous Faith & Cultural Society of Arunachal Pradesh. It has taken a special effort to commemorate the martyrs, who have bravely fought for the protection of their motherland.
The competition was especially to select three top singers from the district to compete in the state level ‘Sarhad Ko Swaranjali mega Event’ at Itanagar scheduled on November 9 next.
At Pasighat, the programme was facilitated by ‘Delong Padung Musical Association’.
Yangki Eko, a Class XI student of Bilat HS School won first position in the competition while the second and third position went to Chita Meme and Anshu Jolie Ering of Pasighat respectively.

APLS’ 52nd monthly literary session held
ITANAGAR, Oct 27: The 52nd monthly literary session of Arunachal Pradesh Literary Society (APLS) chaired by its president YD Thongchi was held today at the Conference Hall, JN State Museum, Itanagar. The literary session was dedicated to pay homage to legendary singer Manna Dey and former minister and renowned sports personality Indrajit Namchoom.
The session started with Shanti Stotra led by Arunika Koley followed by floral tributes to the portraits of the both luminaries. Apart from this, a discussion also took place on literary awards wherein Tokong Pertin, Dr S K Ghosh and Gopi Basar, a new member also took part besides Thongchi.
Thongchi mentioned the contribution of Manna Dey in the field of Indian music and

Inumoni Das Borah presented two beautiful Assamese poems – ‘Sharanir Shei Prachin Samoy’ and ‘Samoy’. Ajanta, famous Assamese poet depicted her poetic glimpses through an umbrella (poem scripted on umbrella) – ‘Priya Bandhu’ to reveal her passion on umbrella. Ramendra Nath Koley presented a mini story titled ‘Rat Bhor Hoi Gachhey’ – a realistic agony of mother for her son serving in abroad.
This literary session was remarkable with the presentation of Hindi ‘Shairee’ by APLS president Y D Thongchi and told the members that he had started to compose ‘Shairee’. He also recited a Nepali poem composed by Bikrambir Thapa of Shillong, an Academy awardee poet.
ITANAGAR, Oct 27: The two days youth awareness camp organized by Arunachal Vikash Parishad (AVP), exclusively for the college going students to mark the 150th birth anniversary of Swami Vivekananda concluded at Vivekananda School Chimpu here today.
Addressing the youths on the occasion, AVP’s Capital Complex unit president Jomnya Siram advised them to take full advantage of the awareness camp and wished them a bright future in life.
AVP vice president Techi Gubin highlighted the various core issues and activities being carried out by AVP since its inception. He informed that AVP is doing all out efforts to save the indigenous faith, culture and traditions from being gobbled up by alien culture.
He expressed happiness to see all college going students taking part in the youth awareness camp and urged them to protect, preserve and promote their own culture and tradition for identity.
Swami Chinamayanda advised the students to follow the ideals of Swamiji and urged them to play an important role in eradicatng various prevailing social evils and deep rooted corruptions from the society.
Principal of the school SC Dixit advised the young participant to be humble and always listen to their seniors and teachers for a bright future. SS Khandu, Vice Principal of Dera Natung Govt. College thanked AVP for conducting the all important awareness programme and their relentless selfless service to the poor and needy people of the state. He advised the college going youths, not to be swayed away by bad influences.

Bandh system is becoming part of our culture
Dear Editor,
Nothing that follows hereon is anything that you don’t already know or are in the delightful process of discovering. And since there are very few things more boredom inducing than a news article telling you what you already know, I might as well drop the feigned tone of solemnity that is usually assumed when one talks about public issues in Arunachal Pradesh, thank the good people of the press for granting me the opportunity to be heard, and proceed straightaway.
When I hear people say that Arunachalites are less than capable of enterprise and
innovation, therefore the prevalent joblessness among sundry young adults, I am not
sure what to make of it. Because clearly, if it isn’t the creative spirit of my people,
what explains the proliferation of multiple political unions and organizations? Where
critics see mushrooms sprouting in clusters all over the political landscape, I only
see enterprising young Arunachalees innovating the means to get for themselves a
piece of the centrally sponsored development pie. When certain sections of our society
band together and proclaim the title of Elite, then, without discrimination, certain
other sections should be free to mushroom together and declare themselves Unions.

Announcement of a pending shutdown of all commercial activities probably pleases no one more than the schoolboy whose simple plan to reach college next year involves the innovative utilization of a computing tablet to Google for solutions of complex algebraic equations in the examination hall.
I can easily imagine such a boy receiving such a tablet as a birthday present from his PR Secretary father in particular or any other developmentally departmental chap in general. Now that’s positively a sign of a prosperous Arunachal, I would have claimed, had it not been for the already established definition of prosperity which purports that a handful of affluent families owning property in other states is the surefire indication of a prosperous Arunachal and not the presence of computing tabs in the hands of unguided teenagers as I suggested before. But I digress. Moreover, big shots can’t be negated; their words function as divine law around these parts. Much ado. So shutdown calls, bandh calls are in vogue, causing much trouble for the daily buyers and sellers, impeding economic activity especially in the state capital when carried out and generating unnecessary anxiety when not. Who bears the responsibility for this supposedly regressive trend? The Unions, they’d cry in unison. No doubt. But in a sense, the mango people are used to all modes of shutdowns. By all modes, I mean all modes.
It makes little to no difference to many a mango people, whatever the mode, because
we have gotten used to all modes shutdowns. One mode of shutdown is effective for
a specified duration? shops remain closed, wheels remain frozen, and then it’s over
in a matter of two digit hours. Then there is another mode of shutdown inflicting
our lives. This mode of shutdown is slow, insidious, and inconspicuous but happens
right beneath our noses on a daily basis, all year round. By far, this mode of bandh
has caused the public more losses than all the bandhs ever called by all our Unions
and Organizations combined. And the losses aren’t just objects. The nature of this
bandh is peculiar. No one is responsible for it, yet everyone is responsible for
it. It is a bandh affecting our facilities. A bandh we voluntarily impose on ourselves.
Our eyes are bandh. Our ears are bandh. Our mouths are bandh. Maybe our collective
consciousness is bandh. The symptoms of this affliction is not confined, it is widespread.
This mode of shutdown has infiltrated the mind and heart of the most remote villager
to the best educated Arunachalee. Come elections, you feel the bandh. You walk into
a government office, you feel the bandh. You talk to the union guys, you feel the
bandh. You walk by a school or college, you feel the bandh. You converse amongst
your colleagues, you feel it. You know it. But your eyes are bandh, ears are bandh,
mouth is bandh, your entire mechanism of distinguishing the good from the bad seems
to be in a perpetual state of bandh. At times suspicion points to our brains being
bandh. Nevertheless, it is a normal bandh, an accepted bandh. A bandh that has become
so much a part of our culture that any real or imagined ill of the Union manufactured
“bandh culture” is rendered inert in its omnipresence. From whence this bandh originates,
nobody knows, though we have some idea of what it does to a once guileless people.
The ‘C’ word won’t be inserted anywhere here, as some canny readers must expect.

Fraudsters on the prowl
Dear Editor,
Through the column of your esteemed daily I would like to ring an alarm bell to the fellow citizens of our state with regards to the very tricky acts of the fraud money launders coming from different parts of the country in the guise of genuine businessmen by setting up well furnished offices with fake documents in order to probe their genuine identities. Till now many parties claiming to be genuine companies have befooled our innocent Arunachalees and looted worth crores of their hard earned money.
These parties lure our innocent people to invest their hard earned money with a promise of huge returns in short period of time. They promise to return double the amount of Banks. Our people are so easy to convince that they take no time to decide and jump at once to invest their money without realizing the future consequences to make it double in short span of time and thereby they become a very easy fray for these fraudsters who will vanish from the scene after fulfilling their wicked schemes. Finally our people become victims of all these fraudsters and lose everything. After being deceived they run from pillar to post in search of helps but it becomes too late for the authorities to nab the culprit and punish them and get back the cheated money in time and all these investors remain only victims in the eyes of everybody and live a painful and miserable life. Our people are yet to learn a lesson out of all these bitter incidents taking place time and again. Hot cake of deception is still prevailing in the state in the different names and style of companies and organizations. The infamous incident of Jevan Suraksa consultant and Real Estate Developers Ltd looting people of the state worth crores of rupees leaving the investors and agents in a miserable state is well heard by every denizens of this landlocked state. Infact we cannot see their pains and agonies. Despite their repeated pleas to the authorities with furnishing of all needful documents of the fraudsters to arrest them and punish them, still no major breakthrough has taken place yet from the authorities side. In yet another major incident it is seen that a company of same category in the name of SEBA REAL ESTATE Ltd in its state office at Itanagar Ganga and pasighat, Regional office at Guwahati and head office at Karimganj Assam is reported to have collected crores of rupees from the people of the state thereby promising to return the amount in double in 3 years. This too has applied the same tactics of those fraudsters by luring people to invest their hard earned money. Now it is reported from hundreds of investors that even after crossing of maturity time of more than a year this so called SEBA REAL ESTATE LTD has closed their offices and has not paid any returns of that kind of their earlier promises. Now with the running away of all the self styled officers of said company, the poor investors are coming out and making claims to their respective agents and agents to the area sales executives and so on thereby creating a hot and unpleasant atmosphere among the agents and investors with the claiming of their hard earned money that can be seen everywhere almost in all districts which might result in law and order problems in the coming days if the situation is not dealt properly in time. Hot water is boiling among investors and agents but it is surprising to see that despite all this no FIR from any individual or group has been filed from any corner of the state. Few days back on the 8th and 9th Oct issue of the Arunachal Times News a Notice was seen publishing in the back side of the daily regarding conducting of an emergency meeting on 10th of Oct ‘13 to decide the future course of action after failing of the notification of 18 July'13. No sign of any meeting or resolution appeared afterwards but on 24th Oct issue of this daily again a notice has been published regarding redemption of payment in next March'14.Now the onus lies in the hand of the esteemed investors and the agents who are both victims of these fraudsters who has left them to taste all these bitterness of life. Now whom to blame for all these answerless problems? Who brought this business in this state of ours and who gave these fraudsters chances to cheat our innocent denizens is the needful questions of this crucial hour. Whom should we held responsible for all these great loses incurred in the state? Finally I being a concerned and cautious citizen would like to request our Government authorities to tackle this case immediately and nab all the absconding officers and officials responsible for all these great losses causing to the people. These fraudsters should be given capital punishments so that no incidents of this kind take place in the state in near future.
